> Water & Wastewater | Proposed Water and Wastewater Rates
Increases in City water and wastewater (sewer) rates are proposed in order to continue to provide high quality water and wastewater services to City customers. The proposed increases are 3.5% for water service and 4% for wastewater service. These are consistent with a ten-year financial plan for water and wastewater system management, developed prior to the current recession. The increased revenue is needed to keep up with inflation and to help fund needed capital improvements to the City’s water and wastewater systems.

| | Ortega Groundwater Treatment Plant
 | El Estero Wastewater Treatment Plant
 | In the water system, efforts are continuing to rehabilitate the City’s Ortega Groundwater Treatment Plant. This facility treats groundwater pumped from the downtown area. The upgraded design will insure compliance with stricter drinking water regulations and allow the City to continue to use groundwater to replace water supplies lost during drought and other emergencies.
Zaca Fire Impacts

Debris and runoff resulting from the 2007 Zaca Fire continue to impact treatment processes at the City’s Cater Water Treatment Plant. Significant additional costs have been incurred to remove high concentrations of dissolved material. Shown above is Gibraltar Reservoir after runoff from rain in December 2008. | In the wastewater system, major rehabilitation projects continue at El Estero Wastewater Treatment Plant. The plant is 25 years old and operates in a very corrosive environment. City staff are continually upgrading the facility to comply with stringent water quality regulations and reduce operating costs, such as electricity.
An ongoing program of sewer main replacement and rehabilitation keeps the City’s wastewater collection system in good working order and in compliance with regulatory requirements.
An incentive program for sewer lateral inspection and repair assists eligible customers with the cost of complying with the Sewer Lateral Inspection Program.
